build: Updating composer dependencies

* mediawiki/mediawiki-phan-config: 0.10.6 → 0.11.0
* php-parallel-lint/php-parallel-lint: 1.3.0 → 1.3.1

Additional changes:
* composer.json: Updated phpcs command in composer test (T280592).
* composer.json: Added phpcs command to scripts (T280592).
